With reference to my Confidential despatch of the 4th April (No. 14046), I have the honour to transmit to you the accompanying copy (encl. in F.T.D. 12 Oct) of a copy of an intercepted letter addressed by the Orient Tobacco Manufactory, Hong Kong, to Mr. C. Ingenohl of Rotterdam, and to request that you will furnish me with a report as to the activities of the Orient Tobacco Manufactory in Hong Kong.

2. In this connection I would invite your attention to my circular despatch of the 10th June regarding the treatment of branches of firms on the Statutory List, and I would point out that the name of Mr. C. Ingenohl of Rotterdam was placed on the Statutory List on the 28th July, and that the firm "Orient Tobacco Manufactory" was placed on the Statutory List on the 30th June.
